The "URL relative to page location" dosen't work with new document.
Reproducible: Always
Steps to Reproduce:
1.create a new document
2.try to insert a picture to document
3.browse an image file from disk
4.try to enable "URL relative to page location" attribute
Actual Results:
It should be possible
Expected Results:
It's not possible, the check-cell is grey and empty.
The attribute can be changed after saving the document. Maybe Mozilla has
problem re-creating the relative way when attemping to save a completely new
document to some location (not known during its creation).

this bug is invalid (and a dupe of other similar bugs)
If a page hasn't been saved, there is nothing for it to be relative to so the
checkbox must be disabled.
