Using the back button should immediately show the previous page as it was shown
minutes ago, and never reload it. If I wanted to reload it, I can still do so by
explicitly telling the browser to do so.

Notice that this has nothing to do with the HTTP headers that tell the browser
not to cache a page. Those take effect when you enter the URL in the Location
bar or follow a link to it. Following a link and then using "back" should be
equivalent to having opened the link in a new window or tab, and then closing it.
