Download breaks caused by low space, resuming will be inhibited through deleting file

If space in Temp-Directory is low, the download breaks with a message indicating
low space.
Then the Downloadmanager deletes the downloaded file and this way prevent
resuming the download

Reproducible: Always

Steps to Reproduce:

Expected Results:  
a) wait for providing the needed space
b) use a different location for placing the temp-file
c) give the option for resuming
