This could well be another inadvertant side effect of bug 209972 (as was bug
211729).

In any window/tab, the first attempt to download a file from mozilla.org /latest
directory results in the following error:

550 /pub/mozilla/latest/mozilla-win32-install.exe: Not a directory.

Subsequent attempts work just fine.  This does NOT happen with IE (I checked
this time) so it's not server-side related.

This only started happening in the 7/10-04 build, which was just after bug
211729 was fixed.

Reproducible: Always

Steps to Reproduce:
1. QA -> Latest Builds.
2. Download a file.


Actual Results:  
You get a 505 error telling you that the file is not a directory.

Expected Results:  
The download manager should have started.  (It does on subsequent attempts.)

I believe this was checked in to the 1.4 branch instead of the 1.5a branch by
accident.
