21278 - Can't log into webmail using 1999120808 MacOS commercial build

Overview Description: Attempting to log into webmail.netscape.com only brings
woe and sorrow.  Okay, maybe that's a bit melodramatic...at any rate, you can't
log in if you use the Mac build.  This bug description assumes the user has a
webmail account.

Steps to Reproduce:
1) Launch MacOS86 1999120808 commercial build
2) Load http://webmail.netscape.com/ and click on the "Log In" button.
3) Enter login name and password, then click on "Sign In" button.

Actual Results: The browser takes you back to the first
http://webmail.netscape.com/ log in page (the one listed in step 2).

Expected Results: Successful login to webmail.

Eric, please work with Pierre (or some other Macaroon) to decide if this is a
from problem or netlib problem.

It works for me in today's builds (19991209xx), both Mozilla and Netscape5.
Note: I played a bit with WebMail and filed bug 21366.
