Disabling or enabling cookies seems to require a browser restart, for Mozilla to
honor the new settings.  There is no indication in the UI that this is the case.

Reproducible: Always

Steps to Reproduce:
1. Disable cookies
2. Restart
3. Go to a web page that requires cookies.  (notorious example is any passport site)
4. Try to log in.
Correctly blocks.  Cookies are not enabled.
5. Enable cookies
6. Again, try to log in

Actual Results:  
Cookies are blocked

Expected Results:  
Successful login.  To the user, cookies have been enabled.  Once the browser is
restarted, everything is good.  If Mozilla requires a browser restart, the user
should be told this.
This was supposed to be fixed on the Mozilla trunk in bug 199108 (March 25th) -
AFAIK, it should be in Firebird too ???
wfm on a firebird 20030618 linux build; however, as jhermans pointed out, this
bug was fixed long ago and I can't see how a 20030516 build would exhibit it.
please try a newer build and recheck your cookie/javascript settings to make
sure there's nothing strange there.
I don't think I made any adjustments to cookies/javascript settings.  Just to
make sure, I'm going to rebuild my machine today and try this on various sites,
requiring cookies.  I'll report my results.
