The history panel (the the left of the browser) is completely empty. Nothing
that I do activates it. I tried preference > clear history, no effect. Likewise,
the pulldown history that appears while typing a URI is not working. This all
started after installing 1.3.1...

Reproducible: Always

Steps to Reproduce:
Try to use the history panel or the URI history shortcut -- both are blank.
Actual Results:  
No history!

Expected Results:  
Should get a history of where I've visited...

Mozilla 1.3.1 is too old to report bugs on.  Please try 1.5a or at least 1.4. 
If that doesn't help, try a clean profile.

I saw this on Windows, it is profile dependent.
Create a new profile and it will work. However that should not be the solution.
I'll try to find out what the problem is... I'll report if I find the problem.
Maybe deleting the history from your profile already is enough...
