To see this, click on URL above to display KO page correctly and subsequently
click on http://home.netscape.com/ja/  ==> JA page doesn't display JA char's.

This can be tested in reverse order too.
Only the first page is correctly displayed per meta charset parameter and the
pages after that seem to be displayed with charset of the first page, regardless
of the meta charset value on them.
