213587 - Link to Bugzilla Helper strangely missing on Enter Bug page for Bugzilla product

For a user who has the privilege of using the non-Helper Enter Bug page, a link
to the Bugzilla Helper appears on the page.  But if the bug being reported is on
the Bugzilla product, this link doesn't appear.  The only way to get to the
Helper is to edit the URL manually.

Reproducible: Always

Steps to Reproduce:
1. Visit the above page as a sufficiently empowered user.
2. Compare it with the page you get if reporting on a different product.
Actual Results:  
1. No Bugzilla Helper link.
2. Other product pages have link to Bugzilla Helper near top of page, just above
the version and component listboxes.

Expected Results:  
The same as it does on the Enter Bug for all the other products: given me a
Helper link.

The Helper is aimed at people filing bugs on the mozilla.org browser products,
not on Bugzilla. A lot of the text doesn't really apply. Also, people filing
bugs on Bugzilla tend to know how to use it anyway :-)

Neither does half the text really apply to the other products on which the Enter
Bug page has the same boilerplate text as for those products of the Mozilla package.
