213608 - "Next" button on the screen does not come up. (image not displaying & works in IE)

In the page http://www.goodguys.com/secure/orderhistory_options.asp there is a
"back" button and a "next" button. The "back" button shows up when the page
loads but the "next" button does not. If you right click (where the "next"
button should be) and select "view image" the image can be seen by itself. (This
problem does not happen with IE.

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.goodguys.com/secure/orderhistory_options.asp
2. Notice there is a "back" button but no "next" button.

Actual Results:  
No "next" button can be seen.

Expected Results:  
It should have displayed the "next" button as it did the "back" button.

WFM 20030721 Firebird PC/WinXP
Broken in Mozilla 2003072304 PC/WinXP, moving to Browser/Layout

This is probably another symptom of the regression caused by the checkin to bug
79315, which has been breaking various things by making them not render.  See
bug 79315 comment 67, bug 213615 and bug 213591.

That checkin has been backed out today.  I would suggest rechecking this page in
tomorrow's builds and see if the problem resolves itself.  If it does, bug
should be dup'ed to bug 213591.

Verified.  Works again in the 2003072404 build.
