I have the same problem with debian unstable Mozilla 1.4 on an AMD 2400+ with 1 gig of ram and kernel 2.4.21. http://www.twistedmatrix.com/documents/TwistedDocs/current/api/ is my particular bugbear. I have a local mirror of it (under file:///usr/share/doc/...) which seems even slower to render. Right clicking on one of these pages uses full CPU for several seconds. It is a huge table full of links. There is an unclosed named anchor A NAME="ALGUS" that causes everything to underline when hovering over it.

About the hovering issue, that is bug 117806 (marked INVALID). The performance on this page, which is what this bug is about, works just fine. Please retest and if it works marks it as such.
