Steps to reproduce:
1. Go to http://domapi.com/examples/index.cfm
2. Choose 'window' example from dropdown box
3. Maximize 'Window Test' (green button)
Notice the messed up painting in the IFRAME.
Try restoring 'Window Test' (green button) and dragging it around and notice how
the painting of the lower part of the entire browser window and around the
borders is completely hosed.

I forgot to mention that if you drag the window out of range the whole window
will stop responding to input, but there no JavaScript error is generated.
