1.4 didn't originally do this, but somehow, after all of my menu bookmarks and
toolbar bookmarks mysteriously vanished, Mozilla has stopped allowing me to drag
bookmarks to the toolbar.  I can still add them to the menu bookmarks.

Reproducible: Always

Steps to Reproduce:
1. I don't think this is normal.  I don't know how to reproduce on other PC's.
2. I click and drag the bookmark to the toolbar.

Actual Results:  
I hear the error sound beep, even after seeing the vertical line saying that it
should be placed next to the bookmark folder on the toolbar.  The "hand" that
drags the bookmark is still there.

Expected Results:  
A bookmark should have remained on the toolbar.
open the bookmark manager, Bookmarks->Manage Bookmarks..., 
select a folder or create a new one, and do 
View -> Set As Personal Toolbar Folder
The selected folder should be displayed in the personal toolbar, 
and you should be able to drag&drop again.
