I don't see the need and think this a WONTFIX, but perhaps some developers think otherwise. Confirming for developer review.

There is no urgent need for such a feature. But I think it *could* be useful to have multiple instances of some icons. I for one felt such a need when I tried to have two instances of the New Tab icon. I found that sometimes my hand automatically went to one section of the screen (hoping the icon was there), and at other times went automatically to another section. So I tried creating two copies of the New Tab button, and realized that wasn't possible. (Had assumed that all multiple instances of all icons was possible.)

Ctrl+dragging gives a "copy" mouse cursor on WinXP, but it still moves the toolbar button instead of copying.

This would add unnecessary complexity to the implementation, for dubious benefit.
