If you open up the message filters properties box, and you choose the field at
the bottom, and you cannot run the filters on a folder in any of the folders
that are in a Local Folder.
Also, you can choose but nothing happens if you go to tools, run filters on folder.

I can choose it on all folders of "local folders", except "unsent messages" -
there are no messages in it.
I think, the problem is, that you haven't a possibility to choose the account
under "tools->message filters". So you can't create a filter for that "account".

I can't run the filters on all my newsgroups. "tools->run filter on folder" is
greyed. I can create them unter "tools->message filter", but I can't start them
manually with that build.
"run now" isn't available unter "tools->message filter" too. It's only available
for mailaccounts.
I use the message filters on newsgroups or colourizing different person's postings
I will try a newer nightly

A newer nightly is unlikely to address any of these issues.
Filter after-the-fact for newsgroups is bug 178870.
