cannot have carriage returns before <?xml version="1.0" ....

Firebird will consider it as an invalid XML document

Steps to Reproduce:
1. Removed extra carriage returns before the "<?xml" tag


Actual Results:  
Firebird can read the XML fiel properly

Expected Results:  
ignore the leading carriage returns and whitespaces

This is INVALID, an XML file is NOT allowed to have anything before the XML
declaration. Firebird/Mozilla are correct in reporting that as an error.
