I actually saw a bug report complaining that a change broke functionality in the
Helper Apps pane of the old prefs dialog.  It should be removed from the tree as
its no longer needed.
until bug 199386 is fixed, we can't remove this

this is part of comm.jar, actually, so it can stay in the tree, and once we
don't package comm.jar its gone from the build.

This is essentially a dup of bug 221602, "Don't ship comm.jar".
