Details 
xpcom should have it's own configure script.  It should have the basic OS
detection from the original Mozilla script but with all of the cruft removed. 
It will need all of the c++ feature tests, cross-compiling tests and xpcom
specific configure options.

This is modification of mozilla/configure.in to build xpcom as standalone library. We need to copy following directories for this:
mozilla/xpcom
mozilla/build
mozilla/config
mozilla/modules/libreg
mozilla/aclocal.m4
mozilla/allmakefiles.sh
mozilla/Makefile.in

This configure.in is not perfect, but good enough for first try. :)
