I cleared out the bookmarks and tried importing a copy of a bookmark.html file
from the local disk. When clicking on either the Import or Export bookmarks
menu, nothing at all happens.
Reproducible: Always
Steps to Reproduce:
1. Go to Manage Bookmarks, delete all the contents of the bookmark folder
2. Close the Bookmark Manager
3. Go to Manage Bookmarks again, click on File->Import
4. Nothing at all happens (no file browser box opens)
Actual Results:
The file import doesn't open until you create a new bookmark (by selecting
CTRL-D to bookmark the current page). You can then import the bookmarks file.
If you don't close the bookmark manager when you initially delete all the
bookmarks, the file dialogue DOES open successfully.
Expected Results:
File->Import in the Bookmarks Manager ought to come up with a file browser box
whether or not the current bookmarks are empty

I've seen people discuss this like a known issue, so it should be a dupe. But
still, I can't find it. Anyone know where the original is?

I can replicate this now, without even deleting my bookmarks.
1. Open bookmarks manager
2. Select the root folder (Bookmarks for <username>) or ctrl-click to deselect
the currently selected item.
3. Attempt to import anything.
There's two ways to resolve this, either we expand the function that disables
all of the buttons to include import and export, or we allow importing to take
place from here. As I can no longer delete the Bookmarks Toolbar Folder (by
design, can't remember the bug number though) this has an easy workaround (click
on that folder).

I was able to reproduce it by just trying to perform an Import with the root
'Bookmarks' folder selected. TBH, I would think it would be more UI-friendly to
enable importing with the Root folder selected, as I believe that is what more
people will be inclined to do (or I could be wrong. pay no attention to the cow
in the back :o).

Importing bookmarks works in the latest build, but Firefox crashes on export
(whichever folder selected). I filed a bug => Bug #235129

Worksforme with today's branch and trunk windows build. Opened a new profile,
opened bookmarks manager, ctrl+clicked on the bookmarks folder to deselect it,
imported bookmarks from local disk. All worked. Tested on winXP and win2K
