When I change themes in Mozilla 1.4 the quicklaunch does not load when I restart
Mozilla to activate the new theme.  If I go into the preferences tab the "use
quicklaunch" option is checked, but quicklaunch is not working.

Reproducible: Always

Steps to Reproduce:
1.  Switch themes with quicklaunch enabled.
2.  Close Mozilla
3.  Restart Mozilla

Actual Results:  
Mozilla loads, but quicklaunch does not.  It stays that way until I uncheck
quicklaunch in the preferences pane, check it again, and close preferences.

Expected Results:  
Mozilla should load quicklaunch.

I have seen this problem on multiple machines with different OS's and levels of
service packs.  If I uncheck quicklaunch in the pref's pane and recheck it the
quicklaunch works fine.
