I can't send html format email message
I tried to change it in:
Preferences->Send Format->Ask me what to do (Mail prompts you to choose a format).
But it doesn't ask me anything, and always send the mail in plain text
Reproducible: Always
Steps to Reproduce:
1. compose a new mail, change the format to be in various fonts and colors
2. change to Preferences->Send Format->Ask me what to do (Mail prompts you to
choose a format).
3. send the email
Actual Results:
Mozilla will not prompt you, and the mail will be received in plain text format.
Expected Results:
prompt you to choose a format, and send the email in Html format.

The only thing I can imagine at the moment is that you're mailing to someone
who's listed in your address book and his preffered message formatting has been
set to Plain Text.
In this case I can reproduce your result. Is the receiver not in the address
book or listed as "Unknown", I'm asked what to do.
