Cannot use the mouse wheel to scroll the content of a div element with
overflow="scroll" or overflow="auto".

Have tried clicking on the div prior to using mouse wheel, without joy.

Using bog-standard Microsoft PS2 mouse.

Reproducible: Always

Steps to Reproduce:
1. Use mouse wheel over a scrolling div element.
Actual Results:  
Nothing happened.

Expected Results:  
Should have scrolled the contents of the div element.

I found reference to this problem in a Mozilla Browser bug report from August
2001, where they were talking about getting it fixed for the 1.0 release.
NB: Sorry, on the URL I supplied you have to change the "theme" to "electricity"
(dropdown near the bottom left) to get the scrolling div layout.
This isn't a problem in Firebird-specific code, so it's a dup of the old bug in
the Mozilla product.  It would have been nice if you had included the bug number
you found.
