Dropping from the URL icon to the Personal Toolbar with the
given page does nothing.

Reproducible: Always

Steps to Reproduce:
1. Connect to the sample page: http://www.guiademenorca.com/
2. Click onto the icon near the URL address and drag&drop into the Personal Toolbar
3. Nothing happens

Actual Results:  
The given URL was not added into the Personal Toolbar. 
WORKAROUND:
You can add the link via "Bookmarks > File Bookmark..."

Expected Results:  
Add the URL in the Personal Toolbar

I can confirm this.  Pages without <title> tags cannot be dragged to the
personal toolbar.  Arguably not a bug, more like unexpected behavior.  I'm going
to see if I can come up with a patch for it today, but don't pin your hopes on
it.  Still occurs in the 0.7 milestone of Firebird.
