21528 - personal toolbar bookmarks drop-down takes 3 clicks to appear

Click on the 'bookmarks' drop down menu on the personal toolbar, and then move
the mouse over the menu items that appear. The drop-down menu resizes itself
strangely on-the-fly, and "ghosted images" of the back, forward and reload
buttons are visible.

The bookmarks drop-down also takes 3 clicks to actually appear the first time it
is used. After this, it drops down as it should - after just one click.

There are 3 different bugs here:

bug 21262
bug 16018
The problem that you need to click 3 times to get the bookmarks menu on the
personal toolbar to open.

Let's make this bug cover the third (unless that's also filed)...

yup bug 18197 for the 3 times thing. I'm duping this of bug 21262 cuz that's the bug that corresponds
to the summary of this one.
Thanks for the bug(s) but in the future, please ONE bug per bug report. Had these not been dupes
someone would've had to write three more bug reports and close this one.
