21543 - Move Users50 to MOZILLA_FIVE_HOME

Reproduction:
Extract Mozilla Win32 to some random dir, like "c:\foo".

Actual Result:
The "Users50" dir is created on the same level as the Mozilla dir =>
"c:\Users50".

Expected Result:
The users dir is created under the Mozilla dir => "c:\foo\Users50".

I should add that this particular suggestion has already been shot down,
because most developers have multiple mozilla directories and they want to use
the same profiles for them all.  And they don't want them blown away when they
wipe out a badly-behaving mozilla dir.

I'm mainly speaking about final. (As long as it is not really ugly like the
current "c:\Users50".)
