Noticed this at http://bugzilla.mozilla.org/enter_bug.cgi. When pressing the
middle scrolling wheel of my mouse, and move my mouse downwards to scroll, the
scrolling action in effect "bounces" of the internal frame, which in THIS case
is "Step 1 - Search for your Bug" frame with results. The mouse will not scroll
past this frame properly without "using force".

Reproducible: Always

Steps to Reproduce:
1. Load http://bugzilla.mozilla.org/enter_bug.cgi
2. Press the wheel and scroll down by moving the mouse
3. Try and get over the frame once it has loaded with results. MAKE SURE THE
FRAME HAS AN INTERNAL VERTICLE SCROLLBAR.

Actual Results:  
It didnt work. lol.

Expected Results:  
scrolled over the text box nice and smoothly, as I selected to scroll outside
the frame.
Severity: major → normal
If the focus is on the frame, it will scroll inside the frame. This is intended
behaviour. It will scroll down or up the rest of the page, when the frame
contents have been fully scrolled to the top or bottom.

It doesnt even scroll inside the frame. It "bounces" off the frame and scrolls
the entire page upwards. Reopened. I'll try and make an AVI.

Okay - think of your "4pointer" as a ball. A nice shiny bouncy one for the beach
that you can buy from K-Mart. Think as the top bit of the frame as the ground.
As the ball hits the ground it bounces back up into the air. Woohoo. I've never
had to do this in a bug report before. :|
I still can't reproduce this with the 2003-09-11 build on WinXP with pages like
http://bugzilla.mozilla.org/enter_bug.cgi?format=guided&product=Firebird

David, is this still happening to you with a current build and a clean fresh
profile? Are you sure, that this is not a mouse driver issue with your mouse?

This seems to be a problem at least with div elements that have scrollable
overflow. See http://www.youngpup.net for an example of divs that won't scroll
with the wheel, even after they are given focus.
