when mail and news opens a popup appears asking do you want to compact all local
& offline folders to save disk space?

If you say yes it starts copacting. Almost immediatly an alert pops up saying
the folder  "inbox" cannot be compacted be cause another operation is in progress.

you then have to say ok to this box for all processes to continue

Reproducible: Always

Steps to Reproduce:
1. open mail and news groups
2. click on ok in the confirm box that pops up
3.

Actual Results:  
the alert box pops up pops up.

Expected Results:  
the two boxes should be aware of each otjer. The compacting of folders should
stop while mail is downloading or downloading should stop while folders are
being compacted.  

The request for compacting should not popup everytime.  I have searched regular
preferences and and account preferences but can find no place to tell the
confirm box to not popup
