21565 - select boxes for mail compose don't display choices

I'm guessing this is a composer problem... but it might be the underlying select
boxes :-/.  I see this problem in Win NT using the build from 12/12/99.

When I
try to compose outgoing email, I compose in HTML.  When I click on the
left most
style selection box (that by default, starts by displaying "normal"),
I get the
outline of a pull-down menu, but the graphic contents are not the
actual choices
(stuff like "header 1", "header 2", etc.)  Instead I see what
looks like a
blitted copy of some other portion of the composer window :-(.

The end result
is that I can't select alternate styles as I compose messages.  The work-around
seems to be to use the Format menus... but this seems to be a rather recent
regression.

Similarly, I can't select menu items from the second drop-down,
which includes
"Variable Width" vs "Fixed Width" etc.

I can work around some of
the style problems,
