215715 - won't link to targets in another page

In Composer when I try to insert a link from a word to say a dictionary page in
the same file, the targets in this say dictionary page are not shown to link to.
only the page itself is shown. It does show target, but only of the page I'm
linking from.  Netscape 4.8 Composer does not behave like this.

Reproducible: Always

Steps to Reproduce:
1. open a page
2. highlight a word
3. try to link that word to a target already established on a different page

Actual Results:  
no targets shown apart from targets on the first page I'm trying to link to a
target on the other page from.

Expected Results:  
all targets on other page should be listed for selection as in Netscape 4.8
Composer.
