here's the bug you asked for. :)
There were XSS fixes to templates between 2.16.2 and 2.16.3, and the es_ES
localization needs to be updated to include those.

I have done some upgrade from the bugzilla-2.16 directory, which according to
http://landfill.bugzilla.org holds the stable release.
Need confirm for what can be left to do, or just close.

According to http://www.bugzilla.org/download/, 2.17.7 is available.
