Open Web Location in New Navigator Tab should open in current window instead of
new tab if current window is blank.
Reproducible: Always
Steps to Reproduce:
1.Open Browser with blank window
2. Ctrl-Shift-L
3.Choose location + Open in new Tab
Actual Results:
New tab opens with location, however you are stuck with an empty tab.
Expected Results:
Do not open the location in a new tab, Open the location in the empty window
instead.
Although this seems counter-intuitive, what possible reason is there to open a
new tab when one tab would be blank?
Alternate solutions could include changing the default "Open in:" choice to
"Current Navigator Window" if the current window is blank

If the user wanted to open in the current tab, that's what he'd do. Explicitely
overriding the user's request to open the page in a new tab would be just wrong.
