Scrollbar slider gets stuck; I can't move the view it by clicking on the slider.
But I can do it by clicking on the arrows up and down or by clicking between the
slider and the arrow.
Reproducible: Sometimes
Steps to Reproduce:
1.It arrives when it wants to :) I m trying to repoduce it.

Actual Results:
Nothing I can still navigate. I can even open a new tab WITH OUT THE scrolling
bug. When I come back to the bugy tab the scroll bug is still there.

It seems that this bug is a duplicate of bug 214621
