It would be nice to have a new feature that would reload all tabs within a given
window. This new feature would have a menu item underneath 'reload' and a keyboard
shortcut of, perhaps, Ctrl+F5 (like in Opera).

How often do you need to reload all tabs that a keyboard shortcut is needed? how
about right clicking a tab and pressing 'A'? it does the same thing and is quite
convenient IMHO.

Yes, I do need to reload all tabs pretty often.

And your work-around still requires me to use the mouse, which is inconvenient
for someone like me who uses the keyboard almost exclusively. Not to mention
someone who, due to some physical disability, cannot use the mouse at all.
Reload All should also be the behaviour for a middle-click on the "reload"
button (which currently does nothing).

Ctrl-Shift-F5 would probably be a good keyboard shortcut for "reload all tabs".
I believe Ctrl+Shift+R is already used for reload from server (no cache).

I'm not sure I understand why it's so difficult to add this keyboard shortcut,
or why there would be a reason not to do so even when it's easy. We've
established that Ctrl+Shift+R is taken, but surely Ctrl+Alt+Shift+R will do.

Feel free to offer a patch, have it reviewed and get it into the source. Note that this is currently a SeaMonkey bug (which could be moved into the Firefox product category by the reporter).

Ctrl+Alt is used for system-wide shortcuts under Windows. My suggestion would thus rather have been Shift+F5 (which I occasionally use myself when I've opened a bunch of tabs while offline and then restore Internet access).
