216240 - Lose the ability to drag the scroll bar if a popup window appears when dragging

If a pop up window appears (whatever window, a good way to test is to get a
colleague to net send you a message) when you are dragging the scroll bar of a
page to browse, you will the ability to drag the scroll bar after the pop up box
has been dismissed. You can only click on the area above or below the scroll bar
to scroll the document.

Reproducible: Always

Steps to Reproduce:
1. Open a browser window, point it to a page that will show the scroll bar, eg.
about:plugins will do
2. Drag the scroll bar up or down to view the document 
3. Get a colleague to send you a net send message (a good example of a pop up
window)
4. Try this with a page that displays pop up browser windows if you cannot get a
colleague to send you a net send message.

Actual Results:  
The scroll bar indicator will stay at the position it was when the pop up window
appears. You cannot click your mouse button to drag the scroll bar anymore.
Other functionality such as the arrow buttons at the top and bottom of the
scroll bar still works. Clicking on the area above and below the scroll bar
still works.

Expected Results:  
Mozilla (Firebird, in this case) should still allow the mouse to have the focus
or to own the scroll bar. 

I'm using a different theme in the office (Luna Blue), but it happens with the
default theme as well (new installation, no previous profile).

Confirming on Linux. This is very annoying if you get a lot of those pop-up
dialogs due to not having a needed plug-in installed. I would suggest increasing
severity to "normal". Please change platform to "all".

The place that this gets me the most is when I middle-click to open a link in a
new tab, and then am scrolling on the original page.  If the new page tries to
set a cookie, the Firebird popup asking if I will accept the cookie causes me to
lose drag scrolling.

Refreshing the page gets control back.

Appears to be a duplicate of bug # 215127.

Also seen using 
Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.5b) Gecko/20030909
Firebird/0.6.1+  
on Windows 2000 5.00.2195 SP4 upon popup for cookie accept/deny for page in
another tab of Firebird.
