The <form> to make comments, change status and other stuff about a bug is way
too complicated to use for beginners. When I want to make a comment on a bug,
it's even difficult to know what to do. I'm pretty confident in where to write
the comment (in the "Additional comments" <textarea>), but while the submit
button of that form has tha caption "commit", i'm not sure wether it's the right
button to push. «Commit? I'm not commiting anything, I'm going to post a comment!»

The form should be simpler for the less advanced users; in general those with
lesser rights on bugzilla.mozilla.org. Why can I (seemingly) change "Product"
and other details of a bug when I'm not allowed to do so? Why display the
form-elements I can't do anything with at all?

My suggestion is that you remove all form-elements which the user can't change
the contents of, and if that means that the user only is presented with the
"Additional comments" <textarea> and a submit button, it's good. Also, if you
change the caption of the submit button to "post comment" in this case, it would
be very user-friendly and understandable.

It's also more logical to have the comment-form underneath the comments, and not
above. This is only a minor issue, though, and not so important if all the other
things are fixed.

Reproducible: Always

Steps to Reproduce:
1. View a bug
Actual Results:
The comment form contains way too many fields and information.

Expected Results:
The unchangable fields should be removed from the form (and maybe rather
displayed as plain text).
