Go to www.espn.com
On the right side of the page there is a column called "Headline News".
The individual headlines should have some vertical spacing between them.
Instead, they appear right after each other making it hard to determine where
one ends and another begins.

Looks like a block compatibility issue. The HTML looks like this:

<a href="/nba/news/1999/1213/231350.html">Ainge resigns as Suns coach; Skiles
takes over</a><p></p>

Notice the empty P (<p></p>). Evidently Navigator creates vertical whitespace
for that. I think we do what HTML4 says which is treat that like an empty
paragraph and hence it has no height

Why are you re-reassing layout bugs? Do NOT touch layout bugs.

The bugs are assigned to Kipp so they can stay neatly organized until we have a
new owner for the block/inline code.

This is a duplicate of bug #14030 (assigned to Nisheeth)
mass moving all Kipp's pre-beta bugs to M15.  Nisheeth and I will
prioritize these and selectively move high-priority bugs into M13 and M14.
