Popup dialog when starting Smart Search is redundant, remove it

Details
Click on "Search" button on the location bar to start Smart Search, and a dialog
box will pop up saying "Select at least one location to search."
This message is highly redundant and unnecessary, and would get extremely
annoying if someone using Smart Search frequently since the dialog only states
the obvious. I recommend removing this dialog box, or set it to pop-up on the
first time Smart Search is activated, but to never pop-up again.

Marking this bug as WONTFIX.
We're going to be setting defaults for what engines to initially search, as well
as (correctly) remembering what engines the user selects... so the dialog will
only come up as needed if the user tries to start a search with no engines
selected.
