When the global window is the currently focused window, there is circularity from nsXULDocument, which owns a command dispatcher, back to the global window, which owns the XUL document.

M13? We need to get rid of all GlobalWindowImpl leaks in order to fix 21364 -- with this patch we've got leaks down to a slim 19K. This should be PDT+, if 21364 is. Saari? Did you test this yet?
