endico is about to change the mozilla mail-news start page to be a page on
mozilla.org

we need to make the commercial build have a mail-news start page on netcenter.

this will be our chance to solve this problem of having ns override a mozilla
pref.

I'd like for the commercial builds to continue to point to the Netcenter start
page.
     *When we RTM Seamonkey, we will point at a Netcenter start page.
     *We were able to discover a problem with the Netcenter start page in the
past because of the inclusion of the page in Seamonkey commercial builds, and
this data is valuable.
     *The Netcenter start page will be redesigned, and I'm pushing to have the
Netcenter Web page developers take advantage of Seamonkey standards support.
yes, that's what this bug is for :) (making the commercial build use the
netcenter start page)

I've got the fix for this in my tree.  now, the mozilla build has a mailnews
start page and default home page on mozilla.org, and the commercial build has a
mailnews start page and default home page on netscape.com, which is the desired
effect.

after I check in, I'll post details about this to the right newsgroups so if
others need to override prefs in the future, they will know how.

now the commercial build has a default home page and messenger start page on
netscape.com
and mozilla has those on mozilla.org.  to adjust the commericial
tree prefs, edit
ns/modules/libpref/src/init/all-ns.js and
ns/modules/libpref/src/init/mailnews-ns.js

I verified that modifying the all-ns.js file changes the default home page.  I
verified that modifying the mailnews-ns.js file changes the default startpage
under mail.

Note: Under Mac, modifying these files have no effect. I will log a separate bug
against mac.
