We need pref for modeless pref dialog, enough people want this that we should at least try it, default would be modal.

fixed, set "browser.prefs_window.modeless" to true if you want to turn this on, default is false.
Bulk move of all Pref UI component bugs to new Preferences component. Pref UI component will be deleted.
