Details
Using CZ 0.9.33 with Netscape 7.1 / Mozilla 2003-08-20.
The icons depicting the operator or voiced status before a user name in the user
list do only show up with Mozilla 2003-08-20, but not with Netscape 7.1.
(Maybe due to the changed CSS pseudo-element handling?)

The css file contains both types of pseudo-elements. What mozilla theme are you
using?

Ouch. I'm using Classic, and the icons are there in Modern.

FWIW: after switching theme to Modern and back to Classic again, the icons are
there.
If it's just a cache problem on my side, I'll cower in shame and close this bug. :|
