217602 - Not able to enable Personal/Bookmark Toolbar when opening new window via javascript

When opening a new window via javascript, user cannot show/hide browser toolbars
 in new window.

This only happens when there are browser properties specified in the
'window.open' statement (i.e. 'menubar=yes').

Reproducible: Always

Steps to Reproduce:
1. Click this link to open new browser window via javascript: <a
href="javascript:void(window.open('http://www.mozilla.org','testWin','menubar=yes'));">test
link</a>

2. Try to show/hide one of the toolbars in the new window (View --> Show/Hide
--> Personal Toolbar)
Actual Results:  
Toolbar is not displayed.

Expected Results:  
Toolbar should be displayed.

WFM on WinXP trunk 2003102804.
HJ: the security error should be there.

Reporter: please try again using a recent nightly build.

Retested using nightly build Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US;
rv:1.6a) Gecko/20031030.  Problem still exists.

Steps to reproduce:
1. click on test link, no navigation or bookmark toolbar is visible
2. unclick, click /view/toolbars/navigation-bookmark toolbar
3. Toolbars are not shown. 

If this is the intended behavior, then these options should be dimmed.
