[PP] Linux: Toplevel menu access key doesn't exist

there isn't a toplevel menu access key for linux --eg, on windows it's the Alt
key. and it's yet to be determined what that key'll be since there are
different standards for linux. ;-)

please dup this if/when the original incident number is found for this bug! (as
necessary.) thx!

tested with build 1999121411; to repro:

1. open a browser window.
2. which key will allow a user to access the toplevel menu items? (eg, F1
doesn't work)

Note: once i open the menu (via mouse), i can use the other menu access keys,
eg, N for New Navigator Window, C for Close, etc.

Paul, this blocks part of my accelerator testing (linux only), so am unsure
whether it even qualifies as dogfood. your thoughts?

Alt key seems to work fine for this using today's opt comm bits, RH 6.0.
resolving as wfm.  If you're reporting a lack of specification for this, then
reopen assigned to UE.

yeah: found out that xhost'ing causes this problem. (went to Paul's box, and it
worked fine.) in fact, xhost'ing prevent shortcuts from working, too. (and both
of these issues also occur with netscape 4.61 when xhost'ing.)
