I've installed a big5-hkscs font on my linux box, but mozilla doesn't seem to
use it to display the hkscs code range. It seems to show glyphs from various
font sources instead. 

Reproducible: Always

Steps to Reproduce:
1. use linux version of mozilla
2. visit http://cs-people.bu.edu/butta1/personal/hkscs/hkscs-oct.html

Actual Results:  
shows inconsistent or wrong glyph styles.. 
it couldn't detect big-hkscs pcf font, which you can download from 
http://cs-people.bu.edu/butta1/personal/hkscs/

Expected Results:  
Maybe it should use the big5-hkscs font first if it exist, and then fall back to
other fonts that can display hkscs code range.
It does as long as your PCF fonts have 'big5hkscs-0' as XLFD registry-encoding
pairs. Make aliases if your fonts don't. With that change, Mozilla should pick
up glyphs from them.  See bug  226183 comment #25.

You can get ming_uni.ttf from the HKSAR ISO 10646 page:
http://www.info.gov.hk/digital21/eng/hkscs/reference_iso10646.html

See Note 5 on that page for a font-only download and the license.

2. AFAICT, from the terms of use: Clause 4 and 15 together suggests that, only
non-profit & unmodified re-distribution of the font will be allowed, you will
also need to attach the terms of use document when you distribute the font.
I've updated the fonts at http://cs-people.bu.edu/butta1/personal/hkscs/ with
big5hkscs-0 encoding as you suggested.
