Closing the last open window makes Firebird inoperable. Opening a new window and
typing an address or using a bookmark has no effect. The program has to be
restarted.

Reproducible: Always

Steps to Reproduce:
1.Close last open window
2. Choose File->New Window
3. Type a URL or choose bookmark...nothing happens.

Actual Results:  
Had to quit program and restart. Happens every time.

Expected Results:  
Should have gone to URL.
Dupe of bug 217797, can someone with permission clean this up?
I think this is a dup of #206752.
