clicking on "dowload more" in the spell-checker window opens a new (emtpy
navigator window) which does not obtain a own task-bar-entry. 

Reproducible: Always

Steps to Reproduce:
1) click on "compose new message" in the mail-client.
2) select "check spelling.." in the options menu (i expected it under tools ???) 
3) click on "download more"
-> a new window without taskbar-entry occurs


Expected Results:  
opening the a new window with selectable dictionaries with a own taskbar-entry

Your only problem is the missing taskbar entry?

This works for me with 1.6 on WinXP.
Do you still see this with a current version and a new profile?
