Western Minumum font size preference applied to Cyrillic page, but only on
the initial rendering of the page - reload fixes it.

REPEAT BY:
0. Create a new profile, change "Minimum font size" to 12 under "Western", no
   other changes.
1. load URL (or Shift-Reload)
2. click Reload button

ACTUAL BEHAVIOUR:
The text inside parenthesis in the table column head becomes smaller than it
was initially.  100% reproducible.

EXPECTED BEHAVIOUR:
As after reload.  The Western Minimum font size pref. should not be used for
this page (Mozilla detects it as Cyrillic both before and after Reload).

PLATFORM AND BUILDS TESTED:
Bug occurs in Mozilla nigthly trunk build 2003-08-28-05 on Linux.
Bug also occurs in Mozilla 1.4 and 1.3.1

<offtopic>
At certain window widths the cell is placed to far to the left so that
the left cell border overwrites the table border and there is a gap to the
cell at the right.  I will report this separately.
