I only have one screenshot (forthcoming) that showcases this issue at all (I
can't get any better than what I have).

When dragging another windows over a Mozilla XUL component (mail&news for
example, or non-page-content parts of browser windows)... red appears, before
it's refreshed.

It's ugly, and unprofessional.  A regression no doubt.

Reproducible: Always

Steps to Reproduce:
1.  Open a window (mail&news works best)
2.  Open a window from another program (Open My Computer For example)
3.  Drag My Computer window over mail&news a bit.

Actual Results:  
you see a red vaportrail

Expected Results:  
look pretty.  As a proper lady is always dainty and dignified.

Calling it normal, but I think it should block 1.5, and 1.4.1 (if it appears on
that branch).
