"Ask me before storing a cookie" seems to be broken in Mozilla 1.5b

Mozilla 1.5b doesn't ask before storing a cooking, even when "Ask me before
storing a cookie" is checked.
Reproducible: Always
Steps to Reproduce:
1. Make sure "Ask me before storing a cookie" is checked under the Prefs ->
Privacy and Security section.
2. Clear all cookies from a site (e.g. www.yahoo.com)
3. Go to www.yahoo.com
4. Bring up the Cookie Manager, there will be a cookie stored from yahoo.com.
Expected Results:
Mozilla should have popped up a dialog asking if I wanted to store the cookie
from yahoo. This works fine in Mozilla 1.4.

reporter: does the problem go away if you create a new mozilla profile?
May be related to a corrupt cookie manager file. After backing down to 1.4 the
symptoms persisted when 1.4 used to work. As last resort removed prefs.js file,
still didn't work. Finally went into cookie manager, cleared all cookies and
cookie sites, and now 1.4 works.
Closing bug.
