I don't want to always specify my own colours (as the existing preferences panel allows), as I have no problems with most sites that I visit. I simply want to put my own CSS in place for /some/ pages. The user stylesheet would be perfect except that it applies to all sites; that doesn't help me. One example is I want to be able to read arstechnica.com with a white background and black text every time I visit, but there's no class attributes on their content I can use, so I want to apply it to the <body> tag for that site without applying it to the <body> tag of /other/ sites.
